I had the same issue with my wood floors so I put some Murphy's Oil in a spray bottle and it polished my floors while I steamed. Perhaps there is a good tile cleaner/polish you can spray with a spray bottle while you mop? Just a suggestion. I haven't had this particular issue with tile (our floors are concrete and wood) but the streaks went away when I started using just Borax in my laundry with them, no fabric softener, no dryer sheets. My mom used to use Isopropyl alcohol in a spray bottle with her steam mop. Make sure your tile is well seeled too, it gives you a better finish.
